As Android OS can't display a PDF file in a mobile app properly, Google Play automatically rejects mobile apps with PDF document links to privacy policy and T&C of a service.
Instead we suggest using live website links or make a public, view-only document in Google Docs for each of your legal documents.
Here is how you can create public links via Google Docs:
1. open Google Docs using your GMail account settings;
2. open your document there (privacy policy or terms and conditions);
3. select File -> Share -> Publish to web:
4. provide both resulting public links to ATOM for your documents.
This will let us resubmit your app to Google with correct links and ensure your app is available on Google Play store.
Make sure to also maintain correct links to your legal documents in your dashboard under More -> Settings -> System preferences -> Legal.
